2019 Annual ECE Return Update

We would like to thank all early learning services that submitted their Early Childhood Education (ECE) Returns for the week of 24–30 June 2019.

If you have not yet submitted your ECE Return or RS61, please ensure that you submit it immediately. Your funding may be withheld if your submission is not received.

The ECE Return collects information on children’s enrolment and attendance, as well as staff, teaching languages and wait times at each early learning service. This information contributes to an understanding of ECE in New Zealand used by the Ministry to monitor and forecast ECE expenditure and design new policies.

Services who have submitted their ECE Returns may have outstanding ELI data issues. Please ensure:

  1. All children who are enrolled during the Return Week have their attendance (or absence) recorded.
  2. All children who attended during the Return Week have enrolments covering the correct periods.
  3. All teaching staff have an up-to-date qualification code. Please refer to the Education Counts website for the qualification code changes.
  4. All teaching staff have an up-to-date practising certificate status.

The Ministry will continue to contact early learning services to address any data quality issues and outstanding ECE Returns.
